Or one dog is 13 year old and has started to moan / whine a lot. This happens when he is lying out side and not able to get indoor, as well as when we leave (and they must stay home). I also get the idea he is becoming deaf. Nothing else is physically wrong with him. He runs, he plays, he begs for food and so forth

I am scared the neighbors might start complaining. Is there anything we can do to stop the moaning / whining?
